In 1975 the federal government passed Public Law 94-142, the Education For All Handicapped Children Act. This law stated that children with disabilities had the right to be provided a free and appropriate education in the public schools. The law required school districts to provide a continuum of special education programs so that children with disabilities could receive the appropriate education The law also required that children with disabilities would be identified by a multi-disciplinary team of professionals and that these professionals in cooperation with the children's parents would design an individualized education plan for that child. In addition, support services would be provided as needed to allow the children with disabilities to access the public school classroom.
